Theseus is an automated image measurement system designed to create a GIS database of impervious surfaces (e.g., pavement, structures) in a municipality. The system is designed to enable local governments to measure the amount of waste water run-off for sewage assessments or for environmental monitoring. Theseus uses standard aerial photography to calculate for each land tract the ratio of impervious surface to the total area of the property. The system provides municipalities with an equitable technique to quantitively assess sewage tax liability.
